WIOA Local & Regional Plan

The Workforce Innovation and Opportunity Act (WIOA) is the primary federal legislation and funding stream that supports the nation’s public workforce system. The WIOA Section 106(c) states local Workforce Development Boards (WDB) and Chief Elected Officials (CEOs) are required to engage in a regional planning process that results in the development of a Regional Plan. Further, Section 108(a) states each local WDB is also responsible for developing a Local Plan in partnership with the CEOs. The WIOA Final Regulations at Sections 679.530 and 679.580 state, Regional Plans at a minimum, must be modified at the end of the first two-year period of the four-year plans. This is known as the mid-cycle modification. All Regional and Local Plans, and any modifications, are subject to a 30-day public review and comment period.

The 30-day comment period for the 2022 Mid-Cycle Modification is July 27, 2022 through August 25, 2022. Comments regarding the Macomb/St. Clair Workforce Development Board’s WIOA Local Plan Mid-Cycle Modification or the WIOA Regional Plan Mid-Cycle Modification for Region 10 for the period of July 1, 2020 – June 30, 2024, should be mailed or emailed to:
