DEPARTMENT:  Information Technology

HIRING AUTHORITY:  Chief Information Officer

F.L.S.A. STATUS:  Non-exempt. Overtime pursuant to Collective Bargaining Agreement or Human Resources and Labor Relations Policy

EMPLOYMENT RELATIONSHIP:  Just cause subject to probationary period

CURRENT HOURS AND STARTING TIME:  Full-time (37.5 hours per week) position.  The starting time for this position is currently 8:30 a.m.

GENERAL SUMMARY:
Under the direction of the IT Program Manager, this position works with users and Information Technology staff to analyze, specify, design, and implement information business solutions and system applications, with an emphasis on Cyber Security, for County departments. The position adheres to business analyst, system development and project management methodologies while analyzing the complete system, business operations, and related interfaces to support a joint application and business environment. The Junior Business Systems Analyst maintains a high degree of understanding of business and system analyst methodologies, as well as Cyber Security requirements.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

Acts as a liaison between Information Technology and the customer to identify and analyze opportunities to optimize the customers’ business operations.

Ensures the clients IT business solutions are in line with Information Technology strategic vision and guidelines.

Proactively identifies and researches opportunities to integrate systems and simplify business operations with technology related solutions.

Evaluates computing systems and procedures, conducts special studies to investigate new technologies and methodologies, providing recommendations as needed.

Works with customers and IT technical staff to elicit business needs, identify business values, and create approved business system requirements.

Documents and evaluates business operations and security guidelines through usage of structured analysis and design techniques.

Documents business, system, and security functional and non-functional requirements based on industry standard methodology and department practices.

Acts as team leader for various projects, as directed.

Reviews all designs and deliverables with manager, customer, project team and stakeholders.

Validates project requirements throughout the entire project lifecycle to ensure alignment with the approved project scope, budget, and timeline.

Ensures requirement changes follow change management policy.

Works cooperatively with customers and Information Technology department staff, vendors and clients to ensure fulfillment of business requirements.

Creates and executes measurable test plans that encompass all phases of testing life cycle.

Drafts test cases covering all functional and non-functional requirements in each phase of testing (unit, system, user acceptance and performance).

Reviews and validates that each testing phase satisfies defined quality standards.

Creates and maintains system/project technical documentation.

Works directly with vendors and customers to resolve project and operational IT issues.

Creates, implements, and supports a comprehensive production support plan.

Communicates timely and completes status updates throughout the lifecycle of an assignment.

Documents clear and concise IT policy and procedure documentation.

Maintains living documents as a client’s system and/or hardware evolves.

Supports Requests for Proposals (RFP) for new technology requests.

Completes assigned IT service requests and incident tickets within service level requirements.

Identifies and researches opportunities to integrate systems and simplify business operations with technology related solutions.

Maintains and increases knowledge of Information Technology through attendance of seminars, workshops, and other media to stay current and drive new solutions.

Operates an automobile to perform assigned job functions.

Performs related duties as assigned.

QUALIFICATIONS

Required Education and Experience 

  • A minimum of either:
    • Associate’s degree (or at least sixty (60) completed credit hours) preferably in Information Technology or a directly related field, from an accredited college or university; and at least three (3) years of experience in Information Technology
    • High school diploma, or a certificate of successful completion of the General Educational Development Test; and at least five (5) years of experience in Information Technology along with active industry certifications (examples listed under Preferred Licenses or Certifications below)

Preferred Education and Experience

  • Bachelor’s Degree in Information Technology or a directly related field from an accredited college or university

Required Licenses or Certifications

  • Possession of a valid Michigan driver’s license and operable, insured automobile for authorized travel

Preferred Licenses or Certifications

  • CompTIA Security+
  • Certified Ethical Hacker (CEH)
  • Certifications issued by International Institute of Business Analysis (IIBA). Some examples include:
    • Entry Certificate in Business Analysis (ECBA)
    • Certification of Competency in Business Analysis (CCBA)
    • Certified Analysis Certification
