DEPARTMENT: Community Mental Health

HIRING AUTHORITY:  Chief Executive Officer

FLSA STATUS: non-exempt

EMPLOYMENT RELATIONSHIP:  Just cause subject to probationary period

CURRENT HOURS AND STARTING TIME:  Full-time (37.5 hours per week) position. The current starting time for this position is 8:30 a.m.


Under direction, supervises the coordination and implementation of grant funded prevention, treatment, and recovery services. Assists Macomb County Office of Substance Abuse (MCOSA) and its contract providers to increase access to medication-assisted treatment. Drives increasing access for underserved populations to reduce opioid overdose related deaths through prevention, treatment, and recovery activities. Implements new treatment strategies to address Stimulant Use Disorder and other substance use issues.


Provides technical assistance to grant funded prevention, treatment, and recovery service providers.

Collects, reports, and assists in the analysis of data and outcome information for grant funded programming.

Assists grant funded programs in securing and scheduling necessary training.

Ensures evaluation reports are completed and maintained in accordance with funding source standards, MCOSA, and Macomb County Community Mental Health (MCCMH) policies and procedures.

Demonstrates full comprehension of all projects outlined in grants.

Reviews data collection and reporting practices for contract services to ensure external and internal reporting timeframes are met.

Responsible for professional presentations, public speaking, and other community events representing MCOSA and MCCMH.

Represents administrative team to apply and monitor compliance with MCOSA policies and procedures.

Performs related duties as assigned.


Required Education and Experience

  • Bachelor’s degree in public health, education, psychology, social work, counseling or a related field from an accredited college or university
  • Three (3) years of experience in the field of substance use disorders, mental health, or public health
  • One (1) year experience in program coordination, monitoring, and evaluation

Preferred Education and Experience

  • Master’s Degree in public health, education, psychology, social work, counseling or a related field from an accredited college or university
  • Five (5) years of experience in the field of substance use disorders, mental health, or public health
  • One (1) year experience in writing proposals or grants

Required Licenses or Certifications

  • Michigan Certification Board for Addiction Professionals certificate consistent with degree, or the applicant must obtain certification through a Registered Development Plan with the Michigan Certification Board for Addiction Professionals within two (2) years from date of hire
  • Possession of a valid Michigan driver’s license and operable, insured automobile for authorized travel

Preferred Licenses or Certifications

  • Licensed Master Social Worker (LMSW), Limited Licensed Master of Social Work (LLMSW), Licensed Professional Counselor (LPC), Limited License Professional Counselor (LLPC), Temporary Limited Licensed Psychologist (TLLP), Limited Licensed Psychologist (LLP) or Licensed Psychologist (LP)


Knowledge of:

  • MCOSA, MCCMH, and the Michigan Department of Community Health regulations, policies, and procedures
  • Michigan Mental Health Code and its rules and regulations
  • Michigan Licensing and Regulatory Affairs Substance Use Disorder Licensing Rules
  • Federal Confidentiality Regulations, 42 CFR, Part 2 and HIPAA regulations
  • Recovery Oriented System of Care and Trauma Informed Services
  • National and local substance use and prevention statistics
  • Applicable computer applications
